When will the Plains & Eastern Clean Line be constructed?

Construction of a major infrastructure project such as the Plains & Eastern Clean Line requires coordination with and review and approval by many government entities.  The project is currently under development and is expected to take five to seven years to receive the required approvals and to complete construction. A general project timeline is shown below.
